Shower Tiles

Apologies if this is not in the right place

I have a leaking shower and have narrowed it down to water passing through some loose tiling. Other than re-tile the whole shower area, I was wondering its possible to simply regrout the offending tiles?

Will this create a seal or am I chasing a lost cause?
