Shower with cold water boost temperature mixing issues

First post on here so bare with me...

I own an ex local authority flat which has communal hot water provided.

My shower/bath is fitting with a pump on the incoming cold water mains and runs to a standard mixer tap with a shower hose attachment running up the wall.

The problem we have is that, with the pump turned off the cold water will not come out of the shower head (low pressure) and with the pump turned on, the cold water over powers the hot water. The incoming hot water is scalding and this temperature cannot be turned down due to it being provided communally.

What can I do to solve this?

I am thinking a thermostatic mixer valve? Are ones that are bath mounted available and not wall mounted? As I have no means to get pipework up the wall without retiling and cutting channels into the wall.
