Probably have to take them into a jewellers or an assay office for a real determination of the metal.

No hallmark = not silver.
There are other metals and processes such as nickel silver which is little more than brass and not magnetic,
then there is electro plate which sometimes has what at first glance looks like hall marks but if you look closely you will see EPNS which means plated nickel silver. Sometimes the coating wears off and the yellowy base metal shows through.
Silver tends to tarnish to a slightly grey colour and a polish up usually leaves the cloth black, not a foolproof test mind.
