Simple question regarding radiator valves

Hi, I am going to try balancing our radiators as a couple of them in the house are cold - they have a hot flow pipe and a cold return pipe. Question is - how do I remove the plastic cap that covers the lockshield valve as it just spins?

They normally just pull straight off
