I have been told that it is ok to wire a single electric oven in via a 13amp plug, while a double has to be hard wired. Can anyone confirm this?

It depends on the power rating of the oven, which will be on a maker's plate on the housing, and also in the instruction book and sales brochure.
UK single oven are typically 10amp max load (2.2 kW) and can be connected using a 13A fused plug. Double ovens (unsurprisingly) are likely to have double the max load, and are usually on an individual radial circuit at 20A or 32A, with much thicker cable, big cooker control switch and connector.
