Skimming emulsioned wall

Want to skim over a wall that has wallpaper removed leaving craters and emulsioned in the past and then re-emulsion the wall.

Seen on YT that skimming over a painted wall can bring up air bubbles on the surface and a pig to clear.

Would some pva mixed in help as a friend did when re-plastering the kitchen ceiling and walls some 12 years ago or any other trick to help preventing the air bubbles.

To answer. Use SBR to seal wall. It's way better than PVA and won't give any trouble.
Air bubbles are from a poorly sealed surface.

Don't use a steamer on wallpaper. If wall is good under wallpaper you should be able to remove paper without damaging wall surface. Then a cheap orbital sander bodged on a vacuum to get paste off. Gardz to neutralise remaining paste. Spot fill and paint.

The wall had a heavy Anaglypta paper for some 20 years and when removed some of the original painted surface on the plasterboard that was used for sealing from when the house was built came away exposing the plasterboard paper, leaving these large circular craters.

Forgot to mention I was going to use the roll on skim ready mixed from a tub

Roll on is more difficult to use over sealed surfaces as it's slips about. I gave up once and nipped out and bought plaster and chucked halftime in it to get job done.
Watching the roll on demos they never mention sealer and the slipping about of the material. Funny that?
