Skimming over paint

Hi,

I've been skimming over paint to try and smooth my walls. In one area as soon as I went over with the mud the paint came off starting from the dark patches you can see in the pictures. What's going on? Did they forgot to seal the plaster in that area?How xan i fix it? Shall I use zinsser gardz over the plaster?

That's the result but I'm worried about the cause... I had tiles (over paint) coming off the wall in the past.

Wall smoother.
Buy ready mixed.

Other option is toupret powder and thin skim.
Dustless sand. Bodge a orbital sander on vac to smooth off

I'm using toupret joint and skim and a drywall sander.
