Skimming Plaster

I have had to patch up my wall with Multi Purpose Mortar (suitable for Interior/exterior walls) due to big holes but wants’ to skim over the whole wall now with plaster.

I would like to know if you can skim plaster on top of Mortar?

You can skim on top of almost anything with proper preparation.
