During the storms a few weeks back, a tree fell on a small wall at the front of my drive. I have removed the bricks but now need to make good with some block pavers.

I plan to extend the first two rows of pavers to fill the hole to the left. The first row will be soldiers, the second row laid horizontally.
There is a concrete base left over from where the wall used to be. Can I just drop a bit of sharp sand down, then pavers, then cement around the edges of the two rows? Or cement the pavers directly on to the cement? Or something else?
