Small rips in breathable membrane in roof. Serious?

I had a re-roof done last year and noticed a 2 small tears about 4cmx4cm on one of the sheets of the breather membrane.

My understanding is that if i patch up from inside then the water would still come in right?

i am assuming a good portion of the roof needs to be striped to lay another piece of membrane on top.

is this something that needs attention to?

water should be getting to the hole.. if it does its a roof leak
