Smeg dishwasher fault

I have a smeg diswasher which is indicating an E3 error from the lights that flash. However the water in the base is heated. I have tried the reset process by pressing the program button 4 times after turn on, but the reset has not resolved this. This occurs on all cycles. It does not appear to be using much water during the cycle or perhaps the arms are not spinning. Any ideas on what I should check or what the problem may be?
