Smoothing out lumpy emulsion

Just bought a house and the emulsion is lumpy!!!!!!!!!
I want to repaint with emulsion and would like to know if you can simply lightly sand the emulsion to get rid of the lumps?
The lumps seem to be crap and fluff that has been on the roller and painted on along with the paint.
If it is alright to sand these out what grit would you recommend?

Hi, just give it a good rub down with 80 grade sandpaper.
