Soapy water

We have just tried to use our kitchen tap to fill a glass of water, and it is coming out with bubbles in it. Bubbles didn't dissapear, and appeared to be a bit 'soapy'
It may be coincidence, but the washing machine is on at the same time.

Is it possible that the washing machine could pass back dirty water to the mains cold? I suspect not, but I'm struggling to work out what else could be happening.

I switched off washer and ran tap for a while, and it was better but not perfect. I also tasted it, and while it may be paranoia, it definitely didn't taste right.

Thanks - sorry if it is a daft question. Starting to think I am going mad.

No it is impossible. I would check the tank in the loft if you have one. The cold supply comes out of the ground and goes straight into the tank or though the taps depending on the property.
