Soil Pipe is inside the house can it be moved outside

In house approx 7 years old the soil pipe is inside and boxed it. I would like to have it moved outside is this within the regulations or was it put inside for a reason?

You can move it outside but will have to involve BCO and will cost you probably more than you think

Thanks, I have emailed the BCO for his advice on what I need to do. Every job I do costs more than it should but I do enjoy a challenge!
