Soil stack and rain water fall pipe

My brother in law has just had some work done on a soil stack
and rain water fall pipe.

It looks wrong to me but I don't know.

The soil stack goes vertical above the highest window but rather
than terminate the soil stack and having a separate rain water fall pipe
running next to the soil stack they have simply put the fall pipe into
the top of the soil stack.

This seems wrong to me as I haven't seen this done anywhere else.
Also if there is any blockage further near the base of the soil stack
surely the property would flood if it rained heavily.

Advice please.

Sounds wrong, take a picture next chance you get and get it uploaded. The odours from the soil stack may travel up the fall pipe into the gutter and under the eaves then into the house.
