I'm aware that a soil vent has to be at least 900mm above a window within 3m but is there a minimum the pipe has to be above the roof tiles? I'd like to cut one of ours lower so it doesn't shade solar panels so much.

250mm Ish.
I think it has to stick up high enough not to be blocked off by snow.

I don't know if there is a regulation for this

No real building reg apart from the distance/height from openings.

Get a roof tile vent installed with a soil pipe adapter kit - that allows the soil pipe inside to be cut and then connected and vented but the roof outlet profile is relatively or totally flat. Loads and loads of types available.

Surprised the panel company didn't suggest one, sure they must come across it all the time.

I had a plumber tell me a vent flat with the roof tiles could allow gases into the roof space so not suitable. Think he said vents should possibly go up at ridge and our location was too low?

Unfortunately your plumber is wrong - Any flat tile vent is acceptable to vent a stack. Not sure what they're talking about "letting gases into the roof space" The roof should be sealed - apart from soffit vents etc and should let nothing back in as far a sewer gases are concerned, if it wasn't then wind driven rain etc could enter into the roof too.

As far as a tile vent is concerned then the stack is cut below the roof level - a flexible pipe is attached to it with a jubilee clip > then the vent tile base is fitted and sealed onto the roof > then the other end of the flexi pipe is attached to that > then the cover is fitted. Absolutely no way any gases should be entering the roof space from that or anything else, unless it's near a window that opens all the time.
