Solid brick wall (outbuilding) - internal brick painted

Hi,

I have a double height solid brick construction outbuilding attached to my house. Upstairs is used as a WC (not sure on construction method internally). Downstairs currently houses the washer and dryer. I would like to make this a food store and add a small sink. I will also be bricking up the external door, so the only door into the room will be internal from the kitchen. The problem is the walls show signs of damp and have previously been painted. I’m assuming this is the cold air outside mixing with the warm air from the machines?!

What is the best method for plaster boarding this room? I can’t add a tanking slurry as I don’t want to have to remove the paint if possible? Do I need a membrane or do I simply baton and board it? If I do the latter will I have a damp problem?
