Some Cold Radiators

In the summer I spend about £1600 converting my CH to fully pumped, with new hot water cylinder and new piping. I also had inhibitors added etc.

We have all upstairs radiators working fine, 4 downstairs fine and 4 that are lukewarm downstairs. These lukewarm radiators are more warm at the top, and cold at the bottom.
My question is - should this happen so soon after spending this money, and secondly is the answer to use Sentinol 400. I have a new wooden floor so am reluctant to change the radiators since I have never done this before.

it's poss it can have muck in the bottom of the rads or the rads need balancing.
try shutting the hot ones down slightly to give the cold rads more. they may be just out of balance.

yes they maybe just old of balance.
so the closest ones are taking all the heat and the furthest not getting any.
