I think the cable is part of the lighting circuit it goes from the comsumer unit into the loft

What a friggin mess.

The fan doesn't look like it has been done by a sparky. Nor does the trunking.

The plastering looks to have been done by a monkey.

The building work is been carried out under an insurance claim and the builders were recommended by the insurance company
