Something not quite right! Valve maybe?

Hi,
I have an open vented fully pumped system - Y-Plan with the mid-position motorized valve.

I've just noticed the system works fine except when I have Hot water and Central Heating on, and the room thermostat is set to minimum (so CH/Rads should nto come on...one of my radiators still seems to get warm and the CH output of the valve gets red-hot - seems the valve is not fully closing? Any ideas? (btw I have recently replaced the syncro motor as it stopped working about 6 months ago).

could be sticking, due to muck or the paddle worn.
