Sorry another pd where do I measure from post?

I know it says the highest ground level immediately adjacent to the building but what does this actuslly mean, does this mean the land near or literally millimeters next to the decking? My garden slopes down from my house so far end is way over 300mm but nearer the house is OK in the right corner as that's the highest spot but it keeps getting higher the closer to the house. So if it was up to the land of the house that'd be even better. House is around 2ot 3ft from end of decking.

Blue Circle is where the highest point is where decking touches floor

Yellow is where the actual highest spot of my garden is around.

Ignore the shape of the decking this newbuild garden has been a nightmare from start to finish nothing is level or straight

Imagine if you dropped a plumb line from every single bit of decking, wherever that plumb line was the shortest drop would be where you measure your 300mm from. So the blue not the yellow.
