Sound insulation from busy road

I've just finished a major building project (new everything), and still really disappointed with the level of airborne noise from the main road outside. I guess I wasn't explicit enough with the builders in their materials choice, and how big a deal it was to me! I am not a DIY-er.

Basically upstairs is like a loft conversion now, previously chalet style steep roof. The sound could be coming from any of windows, walls or roof. The windows are aluminium frame, double glazed. The walls are timber frame, cedar clad but we did have them put about 9mm of acoustic membrane and ply right round before the cedar (don't exactly know what product). There is no roof space, the ceiling is vaulted. So roof is basically plasterboard, celotex, ply, and epdm. (Roof isn't flat, but not much pitch).

If anyone has any advice about what to try next, I'm all ears. Are there any specialist companies out there who would do an assessment and help us figure out the best way forwards? We're in Cambridgeshire. It feels like it might be the roof now maybe, hence wondering if there is something that could go over the epdm on the outside (the surface isn't visible so it doesn't need to be "pretty")

Also on the floor downstairs - we need to put a thermo-acoustic membrane over the old floorboards, as we're also getting airborne noise coming through that way via airbricks presumably (space also hard to heat at the moment, and this is the only remaining uninsulated surface). Value opinions on the best flooring underlay we should use...

Specialist companies will take you money and run. It would be cheaper to pull it down and start again.
