soundproofing a stud wall

Hi

I having a downstairs toilet installed by partitioning off about 1.5m of a longer than needed dining room. Doorway will be knocked out into the hallway.

Question. What do I need beyond the 100mm studing with 12.5 mm plasterboard each face (skimmed) to get adequate sound proofing when toilet and dining room are being used at same time? Are there any building regs regarding such wall construction? I have looked at the plumbing ones and am OK with that end of things.
