Spain fines budget airlines

Spain has issued fines to 'budget airlines' for misleading practices apparently. Eg charging for cabin baggage.

Who finds that something they willingly enter into a contract for, doesn't read the small print, then pays for the service and it's delivered, feels they have been scammed?

Government just needs some cash maybe?

I suppose it depends how confusing and well hidden the small print is. And the trick of slipping in extra for a seat or something when you're just about to book and unlikely to want to go back to square one. I've no sympathy for Ryanair and others who use tactics like that.

I think that is the main reason for the fines, customers cannot compare like for like when looking at the headline prices. It depends what the addons are when you get to the checkout, and by then most people won't start again with someone else.
