hi i've been pondering the idea for a while now but not had the funds to do it. Am thinking of doing a course to get my 17th edition am currently a gas fitter and i know, NO 4 week course can make up for experiance and apprentiship's, i've seen it in my trade! i've dun electrics before house re wires ect altho years ago so have some sort of understanding of the basics an sutch. so my question is if i do my 17th edition can i install electrics or is the 17th just a BS standard to work too and ill need to do a installation and testing course as well as the 17th ?

Yes

Probably wise to.

In a nut shell you don't need to have any qualification to install electrics, but if you are wanting to go out in the field and sell your services, it would be an advantage to know how, why and what you were doing.
There is a route of progression as you will be aware if you are a gas engineer, these things don't happen overnight, some hard learning and work is required along the way.
Enrol on an electrical installation course, such as 2330 C&G level 2 and get to know the fundamental principles, you will pick up the requirements of BS7671 along the way.

would i be able to sign my own work off with just the 17th edition qualification ? am only wanting to add fuse spares for the boiler installs and bonding to sinks and meters

No
You need to get define scope with a scheme provider for that.
There are a few different scheme providers, they may well desire you to either now have certain qualifications or gain them in the near future.
I would expect most will insist that you have at least 17th editions under your belt.
Bonding to sink is not a requirement, fuse spurs will depend on the location of the addition/alteration of the circuit in regards the need for notification.
Check this link out, there are other providers but these are the main ones
