Speeding Police Car Without Blues & Twos Kills Girl.

With a view to the vigorous thread a while back concerning whether police should use blues & twos or not, I thought this might attract more replies!
Personally, whether procedure or not, I firmly believe that emergency vehicles should:
Use blues in the presence of other traffic, whether exceeding the speed limit or not.
Use blues when exceeding the speed limit, whether in the presence of other traffic or not.
In addition, during the hours of 7am & 11pm, to use sirens alongside the blues.
I do believe that this accident could well have been avoided by their use, especially considering the speed of the police vehicle. By all accounts it is agreed that the vehicle was exceeding the limit, but the margin is not known.
