Cor, packaging up a screw plus rawl for £2 a pop is money for old rope! Sure wish I'd thought of that one

(I think I'm not actually capable of thinking of these things because I have boxes full of screws and plugs; the thought that someone might not have any fixings at all and hence just want to buy a very small handful has never occurred to me!)

Point taken. I guess that they started out with the large boxes and determined that it was too expensive for someone hanging a TV. Given distribution/marketing costs, I would not be surprised to discover that the margins on the smaller packet is lower than the box of 20. Perhaps it is a "hook" thing, a DIYer uses the fittings and then eventually purchases the larger box. Am only guessing though.
