stability of faked up 'traditional' shutters!

Can anyone advise the merits (or not) of using good 12mm plywood and softwood mouldings to make up working painted internal shutters for old sash and case windows in my brother's 19th c. Edinburgh flat so they look pretty correct? I have attached a sketchto show what I mean. I don't have trad. mortise and tennon kit but want to try using two layers of 12mm ply; the 'front layer' laid on to create the 'frame', adding lippings on edges. There is barely enough room in the original side housings for thicker than about 30mm. Fortunately there is only just no need for a centre panel to ensure the shutters cover the window width but still fit in the side housings.
