Steerable Push Cart

Basically, I have been entered into a competition and I need to design and build a push kart, (not by choice, long story).
It needs to be relatively basic to build as I do not want to put too many house and too many £s into this.
It is to be pushed by two adults along a tarmac/cobbled path and must carry two people.
I have been looking at the idea of using the fronts of bikes and various designs but decided a more experienced person would give me an much better idea than my inexperienced self.

In my day we uses a plank of wood and a set of pram wheels but I expect you need something more sophisticated than that. ;)

How far does it have to be pushed, and what workshop facilities do you have?

If it's not too far, and you have limited facilities, I'd go with the plank and wheels idea. One person sat behind the other, front axle pivots to steer. Solid bar for axles, and something like boat launch trolley wheels, or whatever can be had cheap. :)
