Steps into room- when do steps =staircase?

Hi! We are converting an old coachouse and have just knocked a hole through from one room into the (soon to be) downstairs loo. There is an existing lintel and a difference in height between the 2 rooms of about 52 cm and we are planning to put 3 steps down. My question is this: do these 3 steps consititue a staircase under building regs (we have problems with the height of the lintel- will be just below 2m on the final step as we pass under it. Any advice gratefully recieved. Cheers Cath

Any new steps created within a dwelling must comply with Building Regs be it one or more. However the regs are not cast in stone and if it is unavoidable and you can justify it the Building Inspector may well let you get away with it. Just mention it to him before its too late! I’ve done a fair few loftys where we couldn’t quite achieve the head height and inspectors have been fine with it.
