Sticking a thick quarry tile back on window seal

I have removed a thick quarry tile from my window seal because it was coming out loose. I want to stick it back on but the mortar that was used as adhesive on the window seal is very hard to remove and I don't want to try and break it and cause too many vibrations that will affect the rest of the tiles. I will need a bit of adhesive of a thickness of 1mm though to make it level with the rest of the tiles. I've got a bit of cement, could I use that or should I really use something else?

I'd go for the kosher tile cement really, and preferably the stuff thats mixed up from powder.....it gives a tenacious grip!
