Sticky Kitchen Floor Surface

The surface of my kitchen floor has been covered with a vinyl cushion flooring for years, prior to that there were Marley lino tiles.

I now want to lay ceramic tiles, however the old black floor surface has developed a slightly sweaty, sticky feel from the Marley tile days. It is possible this will dry off when I let it air a day or two!

What if anything should I do, to ensure the floor adheshive I use adheres properly?

The floor is concrete or similar (1960's bungalow, not wooden floor).

I think the stickyness has come the vinyl floor sweating ontop of the black adeshive which was used originally for sticking down the Marley tiles. The black adeshive remanent is really soo thin, it looks like someone has painted the floor black. There is nothing remaining to be scraped off!
