Stiff swivel tap

Hi all,

Just got a new swivel tap for the kitchen. Starts of quite well but then seems to stiffen up. I've taken the spout off a couple of times and once back on it seem to swivel quite well for a while. I notice that when I remove the spout there is some kind of "gunge" that looks a bit like boss white, is there some special stuff you get to put in the erea ?

Look forward to hearing any ideas.
