STONE CELLAR FLOOR

I have a cellar which we use as a utility room. It has electric and water supplied to it. However the floor is not very practical as it is made up of large stone flags which are not sealed and are rather uneven. Is it possible to lay a new floor straight over the flags such as concrete to level it and then some quarry tiles or are there other options I could consider.? I understand that bitumen is suitable for this but that this may not be legal any more. Can someone advise me on what would be the best way to create a level floor that is practical and can be cleaned easily. Also is this a DIY project or not and what sort of price are we talking about?
