Stopcock - Affect Flow if Wrong Way Round?

Hi,

We had a new water and heating system put into our house a year ago. It's mostly great, but the flow has since the works were completed never been great, pressure is good. The plumber who did the work said it was a problem in the whole street.

We've since had Thames Water out who have tested 4 bar and 30 lpm at the meter in the street, which then reduces to 4 bar with 10 lpm - low flow inside.
I'm trying to find out what the cause could be. Someone has spotted this stopcock (pictured) is the wrong way round, could this affect flow rates to the upstair's outlets?

The one in front with the blue handle is for the water softenerr and seems fine.

What’s that in-line valve above the stopcock - does that restrict the flow in any way?

Yes, could even stop it completely.
ahh, thanks - it hasn't stopped the water upstairs, but it's so low flow to the bath or shower if someone flushes a loo, or is doing the washing up downstairs!
 
Could have fallen apart internally. Replace it with a new one and fit it correctly.
 
As suggested - it will impede flow. They are constructed specifically to flow in one direction, working in reverse can impact on flow
