could you not stop it from being filled, open pipe else where lower down the "line" and as you do not want it any more, make hole in bottom to make sure its empty
If it's your hot water cylinder, turning off the supply - by closing a valve or tying up the ballcock and emptying the supply cistern, will only drain the system to the junction between the outlet pipe(at the top) and the vent pipe which goes up over the supply cistern.
Then you usually syphon the water out by shoving a hose in, after cutting the supply pipe or unscrewing a top mounted immersion heater or fitting.
If you cut the supply pipe and put a hose on it to drain, then cut the outlet pipe and connect a vac on "Blow" to that, the water will exit via your hose. That's much quicker than using a syphon.
