Strip emulsion paint from painted parts without affecting paint underneath?

Hey all. So my flat the painters decided to paint over all the nice fixtures in the past. I have some door latches that are 1930s and painted black. They have been covered in emulsion white. Is there any advice to get just the emulsion off without damaging the original paint underneath?

Also I was thinking of dipping the hinges and other chrome plated parts in a caustic soda bath. Though will this remove the crome as well as the paint? cheers
