Stud walls, extra joists and building regulations

I am dividing a space up into bedrooms etc using metal framed non load bearing stud walls. Some walls will run parallel to joists for couple of metres. I was hoping to just screw directly into existing joists, but have read vaguely online that in some circumstances a 2nd joists are required to be added (to make joist equal to or wider than wall???) Is it likely building control require me to take up my floor and add these extra joists?

Ask them (if you've already put a notice in), they're not monsters. And highly unlikely you'd need to add a joist to support a stud wall.
 
If you ask them, they will not be sure, so to cover themselves, they will probably say "yes".
