Does it matter? As long as not a TN-C-S supply and it has RCD protection then no need to worry.
Of itself? No, it probably doesn't.
If that, and the state of the fence are taken as indicative of the general standards of workmanship, safety, site maintenance, etc. then perhaps it does.
Maybe a TT supply?

it is a **** poor install and does not inspire confidence about work standards.
