Tablet not disolving

The dishes in my machine are coming out dirty as the tablet is just not disolving. I have cleaned out the drain and the rotor arms but the tablet is still not disolving. Should the dispenser drawer open when the door is closed? Mine does'nt open to let the tablet drop out so do you think this is why the dishes are not washing? HELP SOMEONE !
