Tanking advice

Hey guys.

Need some advice on a basement tanking project.

1) I'm trying to clean the wall down to the brick so the tanking slurry adheres correctly, however I'm struggling with a black layer stuck on certain parts of the wall. I have gone through 2 Wire Twist Knot Cup Brush's trying to take it off and it wont budge. Any ideas what this is and what I need to take it off?

2) Any recommendation on salt neutraliser or is brick acid good enough?

3) I need to install some sockets on the wall. how do I do this? Will I have to stick to internal walls where there is no damp issues? How do I run the cable across the wall? should it be channeled into the brick and then filled/tanked over?

4) Am I allowed to drill holes for shelves etc in my newly tanked walls?

5) I have an electricity and gas meter in the basement. Do I need to tank behind these? I can see the electricity meter/consumer unit being very difficult to remove :S

already exhausted that option.

Neighbour has had 100% success with a tanking slurry so I want to try that option but am faced with the above challenges
