Tankless water heater vs combi

In what sense ? more kw or more effective at actually delivering the stated flow rate ?

More kW, when I was in the States 250,000 and 300,00 btu's were the norm

It's all down to kWs. Generally speaking you can get more powerful water heaters than combi boilers, although Navien now produce a 54kW combi boiler which looks like a good option
