Tap casing will not budge.

Hi All, a bit of a trivial one but here goes. I have a Victorian style dripping bath tap and I cannot remove the casing to access the faulty washer. It's so stubborn I'm starting to think it's joined to the tap! Is this the case or am I simply not using enough brute force? Thanks.
