Tap cover cap won't come off

Hi,

I've got a leaky tap so I'm trying to replace the washer in it however I can't get the cover off the top of it. I've attached an image so you can see the tap. I only want to replace the washer so I don't really want to take the whole tap off if I can help it.

- There aren't any hidden screws on the side
- The 4 arms don't unscrew
- I've gone around the top edge with a blade
- I've put boiling water over it and tried to pop the top off it but nothing seems to budge it.

Any ideas would be very helpful.

Pop the lid (top) it might unscrew vs popping off.. Is it quarter turn tap vs round and round to turn on or off?
 
It certainly looks like the top should lift off. Can you get a couple of blades under it and work round?

I haven't actually tried unscrewing it rather than popping it off. Maybe if I get a bit of rubber as leverage, lean down on it and unscrew it might work.

It's a "round and round to turn it off" kind of tap.

I'll also see if i can get a couple of blades under it.

The top cap unscrews,it will be wedged on with grime. Get a cloth and a pair of gripe,cover the cap so you don’t damage it.then grip it and twist.Hold the other bit tight with another pair of grips.
