Tap problem

I have been trying to undo the body of a washbasin tap to change the washer. Its the enclosed type with the plastic shroud. Having removed the shroud ;applied wd40;applied heat from a hairdryer and from a paint stripper, I still cant move it no matter how much force I apply. Any other ideas please. (I also tried boiling water).
