Taps take a lot of effort to open and close

First time poster here and a total noob, so I'm sorry if this thread is in the wrong section.

It takes a lot of effort to close the kitchen taps, I have to turn them hard for the water to stop flowing. Also, it feels like I have to turn them quite a bit to get it back going again. It's the same with the taps in the bathroom.

Is this fixable and if so how should I go about it?

You could first try isolating the water, removing the valves and giving them a clean up (remove the circlip on the valve and unscrew), Or you could buy new valves.

Get the landlord to sort it.
Or:
Taps are easy to fit. Put new ones on, keep the current ones to refit as and when.
