Textured Coating

Hi,
Would anyone know why the developers (Taylor Woodrow who later became Taylor Wimpey) would apply textured coating to the communal area of a block of apartments.
The block of apartments were newly built in 2002 to 2003 and the concrete stairs from the ground floor to the 3rd floor (top floor so not very high) have textured coating applied to the underneath and side of the stairwell. The textured coating has the stipple effect.
The rest of the communal areas are plasterboarded and skimmed and painted.
It just seems odd that they have textured coated just these areas didn't plasterboard and skim and paint like the rest of the areas.
Is it to do with fireproofing, or cost or maybe they just wanted an older look or break up the monotony of the area ?
Anyone else know why they might have done this ?

Thanks for this. I just thought it was strange in the year 2003 that they would use textured coating.
Would you think that an Asbestos test would need doing on it please.
