I am for ISA .. because I know about the 'touted' alternative, which will be a cheaper version, car mounted black box .. road charging and penalising speeding whenever and wherever it occurs !!

So, if the Govn takes a route which normally prevents transgression ... ie ISA not Cams.. they can get the revenue lost from speed cams by use of the road charging plan, using the same piece of kit. Gits!! .. Road tax may be abolished but not fuel tax --- Green and energy conservation issues likely imposed from EUroland will preclude that.
HMG could just use the cheapo IBM 'black box' version to penalise every speed infringement and collect road charge data... double pay ... gits² !
Worse case would be two layers, Tier 1 with ISA protection from transgression, at a price (controls etc) Or a second tier with the cheapo 'gatso in car' and road charging ... punish every mistake, if you cannot afford the 'controls' for full ISA tier 1 then you cannot afford protection, and will remain a 'cash cow' for old GordonBleu !!

The move follows a six-month trial in Leeds using 20 modified Skoda Fabias, which found that volunteer drivers paid more attention as well keeping to the speed limit. More than 1,000 lives a year could be saved if the system was fitted to all Britain's cars, say academics at Leeds University, who ran the trial on behalf of the Department for Transport (DfT).
It is part of a two-year research project into 'intelligent speed adaptation' (ISA), which the department is funding at a cost of £2m. Results of the initial trial will be presented to ministers this week.
A study commissioned by London's transport planners has recommended that motorists who install it should be rewarded with a discount on the congestion charge, which tomorrow rises to £8 a day.

LINK IBM Cheap black boxA new anti-speeding device is being installed in cars to report drivers who go over the limit. The device has been developed by IBM, the computer giant, and is being tested in the United Arab Emirates, which has one of the world's worst traffic accident rates. If a driver speeds, the black box sends a signal to a control room where the vehicle, its speed and location are recorded by a computer.
IBM says the technology can be installed in any vehicle, raising concerns that it could one day take over from speed cameras. "This has the ability to redefine traffic management," said Lia Papa, an IBM spokeswoman. "It could change the way traffic is managed in cities and countries around the world."
