Three hole bricks and mortar

I'm building a raised bed with concrete blocks plus a few engineering bricks with 3 holes where necessary.

The blocks are fine and use hardly any mortar as they are solid, but the engineering bricks, loads of mortar drops in the holes.
When I'm letting I'm just letting some fall in but not too much.

Is it best to avoid letting it fall in, let it fall in where it wants to, or fill the holes up?

The frogs should fill up (or significantly so) automatically as you spread and furrow the bed

It will fall in as you lay out the bed, just leave it at that.
