Tidying up a doorstep..

Hi there, I am just after a quick bit of advice.

My doorstep just needs a bit of a tidyup.

I can happily remove all the paint from the doortstep itself and have some doortstep paint to use there.
But, it's actually the small 'filler' in front of the doortstep (where it meets the bitchumen outside (the red layer); this is the part I am needing help with.

The filler is crumbling in places so i was wanting to remove paint and fill in the cracks but i dont know what I should use.

Any easy solutions?

I’m no expert but with so little cement added on to that step, it might not hold fast and crumble when stepped on. Perhaps shuttering it carefully and using some kind of exterior epoxy resin might be better?
 
Scrape off the pint and then we’ll be able to see what needs doing. It’s hard to say from those photos.
